Download priority not working

The download priority isn't working for me. Adding users to a group and raising the download priority value has no effect on the queue order.

Has anyone been able to successfully use this function?

There appears to be a bug that will place the uploads of a user who just had their download priority elevated at the end of the queue if they already have uploads at the end from before. The prioritizing algorithm should work under all other circumstances.
