What triggers the empty-share warning messages?

I have "Send warning message to downloading users with empty shares" checked. What determines who gets the message, though? It seems to go out to more people than actually ever queue anything.

When they attempt to download from you and add a file to their queue, the message goes out.

The messages go out to people with no files shared or people who share userlist only and "forget" to add you before they begin to download from you. They aren't sent to people who have empty folders with no actual files shared apparently. It's triggered by the "no files shared" message.

On a related note, is there a limit on the unshared list? Or do people who haven't logged in the last 30 days not appear? I have also seen lately where people have randomly appeared on the unshared list out of nowhere. Perhaps those people have recently logged in again after a long absence.

As I said, sometimes the message is going out to people who *haven't* queued from me.
They never showed up in my upload queue.
How does this happen?
